Abstract

Muslim Ummah is a complicated and controversial concept. This Qur'anic concept, in spite of the importance and frequency of its discussion among political, cultural and scientific elites in the Islamic world, remains a paradoxical concept, especially in the current context of the Islamic world, in the era of the dual and conflicting interaction of globalization and national governments. This paper tries to emphasize the challenges and obstacles of creating Muslim Ummah by highlighting the role of the subjective factors and especially the perceptions and misperceptions of the religious and political elites of the Islamic world from the concept of the Islamic Ummah. Meanwhile, considering that the Islamic Revolution of Iran, from the beginning of its formation in 1979 until the establishment of the Islamic Republic of Iran till now, has put one of the most important principles of its foreign policy strategy in an effort to create an Islamic Ummah, this article Pathology of the successes and failures of realizing this idea in Iran's foreign relations has been addressed. Finally, in this article, opportunities and challenges of the creation of the Muslim Ummah and its solutions by focusing on the lessons of Iran's efforts in this field has presented.
