| Abstract | ||
| ذات میان‌رشته‌ای و چندرشته‌ای پدیدۀ رهبری خط‌مشی عمومی که یکی از موضوعات موردعلاقۀ دولت‌مردان و پژوهشگران رشته‌های مدیریت دولتی، سیاست‌گذاری عمومی، روابط بین‌الملل و علوم سیاسی است، بر جنبه‌های مختلف این پدیده از دیدگاه‌های مختلف افزوده است؛ اما از سوی دیگر، دقت و صحت توصیف‌ها از این مفهوم کاهش یافته است. بنابراین، برای جلوگیری از سردرگمی میان سیل جنبه‌های گوناگون و گاهاً نامرتبط، وجود چارچوبی راهنما برای ایجاد تمایز میان مطالعات از نظر حیطۀ بحث، مشخص‌کردن مرز آن و چگونگی پرداختن به موضوع، ارزشمند به‌نظر می‌رسد. در این مطالعه، چهار مضمون کلان ۱. مفهوم رهبری خط‌مشی عمومی؛ ۲. سطح تحلیل؛ ۳. دامنۀ نفوذ رهبر خط‌مشی عمومی؛ ۴. سازوکار کسب مشروعیت از پژوهش‌های پیشین، استخراج شده است؛ سپس ماتریسی از این مضامین کلان ساخته شد که مبنای گونه‌شناسی مطالعات پیشین قرار گرفت. هریک از حالت‌های مختلف این ماتریس، که بر اساس مضامین یکپارچه‌کنندۀ مضامین کلان تغییر می‌کردند، به‌عنوان یک الگو در نظر گرفته شدند و الگوهای پرتکرار، به‌عنوان «گونه» در نظر گرفته شدند. بررسی انجام‌شده نشان داد که برخی از الگوها با وجود منطقی‌بودن و امکان‌پذیر‌بودن، هنوز مورد مطالعه قرار نگرفته‌اند. از طرفی دیگر، برخی از الگوها بسیار مورد توجه پژوهشگران پیشین بوده‌اند؛ به‌طوری که چهار گونۀ (هدایت فرایند خط‌مشی، فردی، ملی، د)، (ایفای نقش اصلی در میان بازیگران مختلف، دولت، ملی، د)، (ایجاد هم‌گرایی در خط‌مشی کشورها، ب، بین‌المللی، توان حل مسائل و مشکلات) و (ایجاد هم‌گرایی در خط‌مشی کشورها، کشور، بین‌المللی، پیشگام کنشگر) در این مطالعه شناسایی شد. | ||
